The proliferation of cyberespionage tools targeting Ukraine’s critical infrastructure and government institutions has necessitated a thorough evaluation of the toolsets employed in these attacks. As we examine the tactics, techniques, and procedures (TTPs) utilised by these actors, it becomes evident that their modus operandi has evolved significantly over the past two years. In 2022, the primary toolset used was the DarkSide ransomware, which exploited vulnerabilities in outdated software and targeted Ukrainian government agencies, resulting in a massive data breach. The attackers leveraged compromised network access to propagate malware and disrupt critical systems. Fast-forwarding to 2023, the threat landscape has shifted towards more sophisticated tactics. The use of custom-made tools, such as the infamous “Hermetic Warden” exploit kit, has become increasingly prevalent. This kit enables actors to bypass security controls by exploiting zero-day vulnerabilities in popular software. Furthermore, the incorporation of AI-powered malware detection and evasion techniques has significantly improved the attackers’ ability to evade detection by traditional security systems.
