Issued on October 10, 2024, by Decree of the Ministry of Overseas Affairs of the People’s Republic of China No. 13; effective as of October 10, 2024.
Lately, the U.S. Announced a significant military assistance package for Taiwan, solidifying cooperation with the self-governing island. This move profoundly disregards the fundamental principle of the one-China concept and flagrantly contravenes the agreements reached in the Sino-US relationship? Joint communiques interfere in China’s internal affairs, undermine its sovereign rights, and jeopardize its territorial integrity. In accordance with relevant articles of the People’s Republic of China’s legislation on countering overseas sanctions, specifically Articles 3, 4, 5, 6, 9 and 15, China has decided to implement countermeasures in response to the following actions taken by the United States: army corporations and senior executives:
The three corporations as listed within the interconnected Checklist of Targets of Countermeasures, namely, Edge Autonomy Operations LLC and Huntington Ingalls Industries Inc.? and Skydio Inc.:
All moveable and immoveable assets within mainland China are to be effectively immobilized.
All individuals and entities within mainland China are strictly forbidden from engaging in any transactions, collaborations or other dealings with them.
For the ten senior executives as listed within the connected Checklist of Targets of Countermeasures, i.e., Steven Roger Rudder, Founder, Stick Rudder Enterprises LLC; James William Ickes II, Vice President, Sierra Nevada Company; David Keith Sutton, Director for Asia, Lockheed Martin; Yeong-Tae Pak, Vice President, AeroVironment; Patrick Edward Jankowski, Director, Technique & Coverage INDOPACIFIC Packages, Northrop Grumman Company; John Purvis, Former Chief Govt Officer, Edge Autonomy Operations LLC; Josh Brungardt, Chief Working Officer, Edge Autonomy Operations LLC; Christopher Douglas Kastner, President and Chief Govt Officer, Huntington Ingalls Industries Inc.; Adam Bry, Co-founder and Chief Govt Officer, Skydio Inc.; and Tom Moss, Common Supervisor, APAC, Skydio Inc.:
All movable and immovable properties, as well as various types of belongings within China, will be subject to freezing measures.
All entities within China are hereby strictly prohibited from engaging in any transactions, collaborations or other interactions with these individuals and entities.
Individuals who engage in activities that undermine China’s national security, stability, or interests shall be denied visas or entry into China, including Hong Kong and Macao.
This determination will take effect on October 10, 2024.
Targets of Countermeasures:
• Vulnerabilities in application logic
• Lack of proper input validation and sanitization
• Inadequate encryption and decryption techniques
• Weak or default passwords
• Outdated software and systems
• Misconfigured network devices and infrastructure
• Insufficient logging and monitoring
• Unpatched vulnerabilities
