European legislation aims to mitigate three key threats, including the unacceptable risk of government-run social scoring systems like those employed in China being prohibited. 

The European Parliament has introduced brand-new guidelines that prohibit certain AI functionalities deemed threatening to citizens’ rights. These restrictions include the prohibition of biometric categorization methods based on sensitive attributes, as well as untargeted scraping of facial images from the web or CCTV footage for the creation of facial recognition databases. “Prohibitions could extend to emotion recognition in offices and colleges, as well as social scoring, predictive policing when based on profiling individuals or assessing their traits, and AI that manipulates human behavior or exploits vulnerabilities.”

Functions identified as posing “excessive danger” must conform to specific legal requirements akin to resume-scanning tools that evaluate job applicants. Without explicit prohibition or designation as hazardous, these functions remain largely unchecked and unregulated. 

Exemptions exist for law enforcement agencies, allowing them to employ real-time biometric identification techniques when “strict safeguards” are in place, accompanied by limitations on both temporal and geographic scales. These methods can be employed to streamline the search for a missing individual or proactively prevent a terrorist attack, thereby enhancing public safety and security. 

Operators of high-risk AI applications, analogous to those in critical infrastructure, education, and vital public and private services including healthcare and finance, must evaluate and neutralize risks while maintaining detailed use logs and ensuring transparency. Operators are expected to discharge various responsibilities, including ensuring human oversight and information accuracy. 

Residents are entitled to submit grievances regarding AI techniques and receive explanations for decisions made using high-risk AI methods that directly impact their rights. 

Common-purpose AI methods must adhere to specific transparency requirements, including compliance with EU copyright regulations and publishing summaries of content utilised for training, thereby ensuring accountability and openness in their operations. Highly effective fashions that could potentially pose systemic risks will be subject to additional requirements, including model performance evaluations and incident reporting protocols.

Moreover, synthetic or manipulated pictures, audio, and video content must be clearly labelled as such.

The European Union’s Internal Market Committee co-rapporteur, alongside Italian MEP Brando Benifei, remarked: “We now have a groundbreaking, binding AI legislation in place to mitigate risks, foster innovation, combat discriminatory practices, and ensure transparency – a world-first achievement.” Unacceptable AI-powered surveillance practices may face potential bans in Europe, ultimately safeguarding the rights of both staff members and residents.

The legislation is subject to rigorous scrutiny by legal experts and a formal approval by the European Council. The AI Act will take effect 20 days after its publication in the official journal and remain relevant for two years thereafter, subject to a six-month delay applying only to prohibitions on certain practices. Codes for additional enforcement may be implemented nine months following the initial guidelines’ launch, while comprehensive AI guidelines and governance standards are set to come into effect a year hence. Obligations for high-risk methods are expected to yield efficiencies within three years of the relevant legislation taking effect.

A cutting-edge tool has been created to empower European small and medium-sized enterprises (SMBs) and startups to gain valuable insights into the potential impact of the AI Act on their operations. While the EU AI Act website is well-known, it remains a “work in progress” and advises organizations to seek authorized guidance.

It may prove challenging to determine whether someone has been unfairly disadvantaged, akin to evaluating claims in a hiring decision or application for a public benefit program.

The EU hopes its AI Act will become a global standard, just as its General Data Protection Regulation has done.

The unchecked advancement of artificial intelligence could culminate in catastrophic consequences for humanity’s very existence unless deliberate and concerted action is taken.

A newly released report from America warns of the urgent need for government intervention to prevent artificial intelligence (AI) technologies from becoming “harmful weapons” that could lead to catastrophic events, including potentially even human extinction. 

Commissioned by the U.S. Department of State and produced for assessment by Gladstone AI, this report does not reflect the views of the federal government, according to the authors. 

The report highlights the rapid advancement of superior artificial intelligence, which presents novel options and potentially catastrophic “weapons of mass destruction-like” risks. The proliferation of cutting-edge artificial intelligence has been largely driven by a sense of competition among leading research institutions striving to develop the most advanced systems capable of achieving human-like and even surpassing human capabilities.

These emerging threats pose global risks of unprecedented magnitude, rooted in complex technological foundations that are rapidly unfolding, according to Gladstone AI. “In light of this, policymakers are confronted with a dwindling opportunity to establish robust safeguards, necessitating the development and adoption of responsible AI solutions.” “These measures are crucial for addressing the growing national security vulnerabilities that arise from the rapid advancement of this technology.” 

The report highlighted the leading AI gamers along with the potential dangers, underscoring that the prospect of insufficient safety at AI labs significantly increases the risk that superior AI methods could be stolen from their US developers and weaponized against US interests.

The major AI research facilities underscored the risk of relinquishing control over the AI systems they are developing, warning that this could have “catastrophically detrimental consequences” for global security, according to Gladstone AI. 

“With the escalating risks to national security posed by the rapid advancement of AI capabilities, particularly weaponization and a lack of oversight, it is imperative that the US government takes immediate action to address these concerns.” 

The request calls for a motion plan that incorporates implementing interim safeguards to stabilize the development of advanced AI, alongside export controls on the relevant supply chain. US authorities should establish robust regulatory frameworks and bolster capabilities for future phases, transitioning toward a domestic governance model that ensures responsible AI adoption, with a dedicated agency overseeing the process.? The initiative will ultimately be expanded to encompass diverse, interdependent spheres across global realms, as per the comprehensive report. 

To ensure responsible development and utilisation of AI technologies, the regulatory body should possess authority to establish guidelines and grant permits for its growth and implementation, stated Gladstone AI. A comprehensive legal framework must be established to ensure accountability for AI-induced damages, define culpability for AI-related incidents and weaponization across the entire AI supply chain, thereby preventing potential harm and promoting responsible AI development. 

AI cannot yet autonomously drive complex financial insurance policies.

At a meeting in Singapore, the country’s central bank reflected on the global financial community’s inability to predict the long-term impact of inflation in the wake of the pandemic. 

Economists are facing scrutiny over the relevance of prevailing fashion trends, prompting them to ponder whether advances in information analytics and artificial intelligence technologies can bolster the accuracy of their predictions and models, notes Edward S. As Robinson, the deputy managing director of financial coverage and chief economist at the Monetary Authority of Singapore (MAS). 

Conventional applications of large-scale data and machine learning techniques are widely utilized across the sector, including central banks that have incorporated them into various areas, as noted by Robinson, a speaker at the recent 2024 Superior Workshop for Central Banks held last week.

Utilizing artificial intelligence (AI) and machine learning, these tools are employed in financial surveillance and macroeconomic monitoring, where they are utilized, for instance, to monitor market trends and predict economic fluctuations with greater accuracy and precision. 

Presently, AI fashion designs remain unprepared to serve as instruments for financial policy-making, he stated. 

“A crucial aspect of AI and machine learning modeling approaches in predictive tasks lies in their ability to allow the data flexibly determine the practical form of the model, allowing for a higher degree of adaptability,” he explained. By leveraging non-linear patterns in financial data, these fashion-inspired models can replicate the nuanced decision-making capabilities of experienced human consultants. 

Recent advancements in General Artificial Intelligence (GenAI) are further accelerated by Large Language Models (LLMs) trained on vast amounts of data, enabling the generation of novel scenarios, according to him. Artificial intelligence models that specialize in simulating key financial trends consistently outperform human experts in predicting future inflation rates.

While LLMs’ adaptability has its benefits, it also presents a drawback, as noted by Robinson. While acknowledging the potential fragility of AI-generated designs, he noted that their quality is often highly sensitive to the specific model’s parameters and the prompts employed. 

The lack of transparency in LLMs hinders our ability to comprehend the fundamental forces driving the model’s behavior, rendering it challenging to interpret the results accurately. “While exhibiting impressive abilities, current LLMs still struggle to navigate complex logical puzzles and mathematical calculations.” “It implies that they are incapable of taking responsibility for their own forecasts.”

Currently, AI fashion lacks a readable construction that makes it unhelpful to financial policymakers, he noted. According to him, AI models struggle to grasp the complexity of the financial system and discern between rival theories, which compels them to merely mimic existing monetary policy frameworks at central banks.

Despite the uncertainty surrounding its future capabilities, preparation is still necessary to address the potential implications of GenAI evolving into a GPT, according to Robinson.
